Hitler was a paradox.  On one hand, his lenience/negligence  allowed his political appointee, A Gauleiters almost unlimited power despite the proof  that he had abused that power.

On the other hand, his growing suspicion upon the Generals  led to his increased meddling in the daily functioning of the military affairs. 

His orders halted that drive to quickly invade Moscow in an autumn of 1941

and gave the tired / unprepared / war troubled  Soviets time to prepare a defence of the Russian capital.  He was inconsistent / unpredictable.
