If you mean in humans, it mainly seems to depend on culture and diet. For example, black kids tend on average to do worse than white ones in the US, and slightly better than white ones in the UK, probably because for historical reasons black people in the US are more likely to be poor, and the poor in the US tend to have an unhealthy diet and a lack of good medical care. Those groups who score highest on IQ and who tend to bat above their size in science, medicine etc tend to be ones which have both a culture which values education and debate, and a diet rich in oily fish.

Of course. If we think about language, nobody is going to argue that to speak a language is related to genetic factors. But genetic factors or other accidents as the attack of a virus can cause a damage to the brain, and put a limit to the learning of language.
