In Germany, monarchy had collapsed towards the end of the First World War. Germany had become a Republic but she was unable to meet the many pressing problems under the democratic structure. The government suffered severely when the terms of the Treaty of Versailles were drawn up by the victors.

Germany was deprived of a large part of territory under its control including all her colonies. The German people had felt very humiliated and disillusioned. The people of German felt that the Allies had not lived up to the promises made during the armistice negotiations. The victorious allies had heaped many humiliations on the people of Germany. The new generation of Germans was unwilling to shoulder the liabilities that had been imposed on the German people by the Allies. The Treaty of Versailles was to a very large extent responsible for creating situations in which antidemocratic forces gained strength in Germany.
