True freedom is impossible without a mind made free by discipline.” ― Mortimer J. Adler
“There is no freedom without discipline.” this quote encompasses the meaning that discipline defined by rules in society allows individuals to have freedom within their lives. Humans are free to do what they desire. Those who have freedom are also responsible. Freedom comes with responsibility. However, if individuals do not understand discipline nor follow it or establish any self-discipline, they may decide not to act accordingly to any rules present and break them. They will develop an intense and selfish desire for power, do whatever they can to cheat others off just for their own selfish needs, casting them aside, ruining the freedom of others, and even risking their safety. This is why freedom does not exist without discipline. Freedom without discipline is like a country without a defense. To most of us, the idea of self-discipline comes with a mental picture of a ball and chain. We think of discipline as a taskmaster, forcing us to do what we don’t really want to do. Freedom and self-discipline are two sides of the same coin; you can’t have one without the other. If we look at the meaning of freedom in the dictionary,it means the condition of being free from restraints or,liberty of the person from slavery, detention or oppression whereas, discipline means training to act in accordance with rules. If you are like most people, you want to be free to do what you want to do when you want to do it, in your own way and at your own pace. But this level of freedom requires self-discipline; the ability to control your all-too-human desire for quick results. Think of self-discipline as the friend you can depend on when life gets hard.

Answer:
"True liberty is impossible without self discipline" is one of the greatest sayings of all times, for all generations. There can never be any perfect freedom if there is no discipline and order alongside it.
Explanation:
TRUE LIBERTY IS IMPOSSIBLE WITHOUT SELF DISCIPLINE
When we talk of "liberty", we immediately thinks of the unlimited freedom and unrestricted life. But if we think clearly about it, the unlimited freedom is more dangerous than no freedom at all. For even though we long for freedom and the right to do whatever we want, however and wherever we want to, it is more safe to say it is harming for everyone.
Imagine a world where there are absolutely no restrictions or laws or anything. everyone will be busy thinking only about themselves, their development and property. They would do anything and everything as long as it will be beneficial for them alone. But alongside that, there will definitely be someone who is victimized for the gain of the other person. So, one gets rich but at the cost of the other. In no time, it will lead to a disastrous outcome. Either they will kill each other in their greed, or at least someone has to lose something out of it.
But if there is some amount of rule or law in place, everyone can do whatever they want but with limitations. And if this limit is reached and it led to the suffering of the weaker individual, there will be some form of action taken on the powerful one. This will ensure the victim doesn't suffer alone or lose anything and get timely help and justice. Also, the perpetrator will learn to limit his greed and act accordingly, also keeping in mind the rights and freedom of his fellow man. This will provide a safe and peaceful environment for everyone.
Again, speaking of order, it is also good for everyone to have self discipline in them. These may be different from one person to another but it will give the person the mind to restrain himself and act in limits. This will also ensure his own safety, giving him boundaries on how to act and do things in moderation. So true is the saying "True liberty is impossible without self discipline".
