4. Being the political activity center, there are many factionists there perhaps. Perhaps many rivalries exist among people of different parties.
5. People may want to earn too much much too quickly, as the city is expensive and entertainment is expensive. Entertainment, sex, clubs, drinks, sports probably drive youth more than anything else.
6. New Delhi has a lot of advanced technology. So criminals have a lot of information, and probably they utilize latest gadgets, vehicles, facilities, communication etc.
7. New Delhi is the capital of India. So any foreign country or other social enemies want to create unrest in India, and fear among the leaders, will encourage to increase crimes there. Perhaps they contribute to the crimes and even terrorism too.
8. There are people of different religions and cultures in New Delhi. Perhaps sometimes there are some clashes and they commit crimes against the other groups.
