Out of the land and the bottomless sea
Upward to heaven, whence, vaguely former
Altogether changed and yet the same

Answer: a) I refers to rain in the poem.

b) In lines 2 and 3 it is explained that rain rises from the land and the sea. Then the rain soars in sky. In sky they take the shape of clods. And then came on earth in the form of rain droplets.

c) It wash all the dust particles in atmosphere hence, Rain purifies and beautifies the atmosphere. Also it provides life to all of us. If rain doesn't came then seeds will not germinate or grow. And the land remains droughts without rain.

d) The rain rises from land and sea/ocean. Then it soars into the sky where it take the shape of clouds. And then it comes on land in the form of rain. But the water remains same. So, that's why it is said that all together changed and yet the same.

Answer:

The answer is written below:

Explanation:

The changes referred in the above lines are merely physical that is to say that things have changed but yet they seem the same.

Onto the land and the sea has become as deep as infinite with no end or bottom to be seen.

To the heaven upward still on the earth.

Due to insufficient lines in the poem it is not very clear what the poet means  but the changes referred are just physically seen but not felt internally.
