Ethanoic acid(Acetic acid) can be converted into 2-hydroxyethanoic acid(Glycolic acid) by the following two steps.

--->Chlorination of ethanoic acid.

CH3-COOH + Cl2 → (CH2-Cl)-COOH + HCl

--->Treating the organic compound obtained with hydroxides of metals (such as NaOH, KOH etc..,)

(CH2-Cl)-COOH + NaOH → (CH2-OH)-COOH (glycolic acid) + NaCl.

Hey buddy,

● Ethanoic acid to 2-hydroxy ethanoic acid -
Direct hydrolysis of CH3COOH doesn't occur, so we do this in two steps.

# Step I -
Ethanoic acid is chlorinated with Cl2/FeCl3 to produce 2-chloroethanoic acid.
CH3COOH ---> Cl-CH2-COOH

# Step 2 -
2-chloroethanoic acid on further reaction with potassium hydroxide to give 2-hydroxyethanoic acid.
Cl-CH-COOH ---> OH-CH2-COOH

Hope this helps you...
