Reducing agent is that which can reduce other species but itself gets oxidized. On oxidation release of the electrons takes place so after the removal of 2 electrons it got a half field stable electronic configuration of 4f7. Hence it acts as a strong reducing agent.

Hey !!

Eu²⁺ is a strong reducing agent because Eu²⁺ tends to change as +3 is the common oxidation state of lanthanoids.

Good luck !!
