we know that right angles are of 90 degree... that is when a line is perpendicular on other ... Euclid's means to say that if we make mirror image or reverse the 90 degree it would always remain 90 degree no any other angle can be made by any arrangement in it

Euclid stated that all right angles are equal to each other in the form of fourth postulate. The correct answer is a postulate.
He said that because one line perpendicular to another can help make the right angle and this makes one angle equal to another.
He never used protractors or measured and angle instead he focused on how many angles can be added up to make a right angle.
