 (\frac{  - 1}{3})^{4}  \div ( \frac{ - 1}{3} ^{8} )( \frac{ - 1}{3} ^{7} )

 (\frac{ - 1}{3}  ^{4} ) \div ( \frac{ - 1}{3} ) ^{8 + 7}

 (\frac{ - 1}{3}) ^{4}  \div ( \frac{ - 1}{3} )^{15}

 =  ( \frac{ - 1}{3} ) ^{4 - 15}

 = ( \frac{ - 1}{3} ) ^{ - 11}
