 \frac{ {4}^{ - 3} }{ {3}^{ - 3} }  =  \frac{ \frac{1}{ {4}^{3} } }{ \frac{1}{ {3}^{3} } }  =  \frac{ {3}^{3} }{ {4}^{3} }  =  \frac{27}{64}

 \frac{ { - 2}^{ - 4} }{ {3}^{ - 4} }  =  \frac{ \frac{1}{ { - 2}^{4} } }{ \frac{1}{ {3}^{4} } }  =   \frac{ {3}^{4} }{ { - 2}^{4} }  =  \frac{81}{16}
