81 is the denominator and when it goes up it gets multiplied

 =  {9}^{ - 1 }  \times {4}^{3}   \div  {3}^{ - 4}

 =  \frac{ { 3}^{ - 2}  \times  {4}^{3} }{ {3}^{ - 4} }

 =  \frac{ {3}^{4} \times  {4}^{3}  }{ {3}^{2} }

 =  {3}^{2}  \times  {4}^{3}

 = 9 \times 64

 = 576
