Shivaji Maharaj followed the traditions of Hindu Polity in administration. The king was the head of the state and he was regarded as the Protector of Maratha State. He was the law maker, the highest administrator, the Supreme commander of the army and the highest Judicial authority in the state.

This council was formed in 1674 by Chatrapati Shivaji Maharaj, and named “ Ashta Pradhan”. Each of the ministers was in charge of an administrative department. The Ashta Pradhan comprised all the primary administrative functions of the state, with each minister assigned his separate role in the ministry.
