Here are my thoughts:

School level:

1)Introduce important skill-based subjects like Computer programming earlier in schooling,say at 6-8 years of age .It is important to have this real world skill as early as possible,and to hone it as much as possible.

2)At least an hour of physical training and education daily, and if possible,specialization in a particular sport should also be compulsory.This will usher in new generations of fit citizens, and make school life more enjoyable too.Physical education is also education.And it has always been neglected,or brought to the forefront ONLY for providing extra marks in name of sports quota(which should be scrapped).

3)Vocational education-Need of the hour.

4)RTE implementation-Not happened yet.

5)Better pay-scale for teachers.

University level:

1)At Bachelor's level-choice of double major,more electives etc. will motivate students to study courtesy the benefit of choice involved.

2)Do away with relative grading to force students to study wholeheartedly and stop them from using half-measures.

3)Improve condition of private engineering and medical colleges so that better education is provided.Give govt. grants to best of pool annually to spur competition and eventually, improvement.

4)Better research grants for professors to attract the PhD scholars who earn degrees annually.Increase grant for those who get more citations per research paper.Motivates professors and spurs research.

5)Revision of courses as and when needed eg IITs teach Engg Drawing using paper-pencil with no exposure to CAD! It is about time we were exposed to CAD as part of course, since we lag behind our int'l peers without proper exposure.This is just one example,there are many more.
