1. west Bengal consists hugli river , this pro ides water for jute production
2. hugli river basin also provides facilities of water transportation .
3. cheap labour as well as skilled labor force is available in west Bengal , UP and Bihar
4. also west Bengal is a jute producing area , so there is not much transportation included of produced jute .

2. Developed transport ( airways, land ways, waterways)
3. Cheap Labour from West Bengal, Bihar and UP.
4. Nearness of Kolkata and Hugli port.
5. Sufficient amount of water for irrigation.
