 {(7 \div 9)}^{  - 3}   \times  {(9 \div 7)}^{ - 4}  \\  =  >  \: {(7 \div 9)}^{  - 3} \times  {(7 \div 9)}^{4}  \\  =  >  {(7 \div 9)}^{ - 3 + 4 }  \\  =  >  {(7 \div 9)}^{1}

=> our answer 7/9
