question should be (-16)²÷(-8)²= 256÷64=4

${8}^{ - 2} \times { - 16}^{2} \\ = 8^{ 2\times - 1} \times {16}^{2} \\ = {64}^{ - 1} \times 16 \times 16 \\ = > \frac{1}{64} \times 16 \times 16 \\ = \frac{1}{16 \times 4} \times 16 \times 4 \times 4 \\ = \frac{1}{4} \times 4 \times 4 \\ = 1 \times 4 \\ = 4$
