Power can be shared among governments at

different levels, a general government for the

entire country and governments at the

provincial or regional level. A general

government for the entire country is usually

called federal government. In India, we refer to

it as the Central or Union Government. The

government at the regional level are called as

State Government. In India, our Constitution

clearly lays down the powers of different levels

of government. This is called vertical division

of power. The same principle can be extended

to lower levels of government like Municipality

and Panchayat. In India, our Constitution clearly

provides three fold distribution of legislative

powers between the Union Government and

viz, Union List (subjects of national importance

which is made by the Union government), State

List (subjects of state and local importance
