 \rm {\huge(} \dfrac{2}{3} {\huge)}^{ - 2}  \times  {\huge(} \dfrac{3}{2} {\huge)} ^{ - 3}  \times { \huge(} \dfrac{ - 7}{8}{ \huge)}^{0}

Now , the powers are negative but to solve them we have to make it positive . So, what to do to change the power's sign ? umm.. it is simple just flip the fraction (i.e. Make Denominator , Numerator and Numerator as Denominator) . And anything to the power of 0 refers to 1 .
