 { ( {2}^{2} })^{0}  +  {2}^{ - 4}  \div  {2}^{ - 6}  +  { \frac{1}{2} }^{ - 3} \\  =  {4}^{0}   +  {2}^{ - 4 - ( - 6)}  +  {2}^{3}  \\  = 1 +  {2}^{2}  +  {2}^{3}  \\  = 1 + 4 + 8 \\  = 13
