this is true because when we say democracy we mean power of the people but you will observe that after this leaders are been selected they sometimes failed to or end up dictating the people of what they should say and not to say, limitation of government criticism etc.

If the party wins , the powers in their hands might be misused which causes a massive problem for the people as their rights are not guaranteed.Popularity is also a factor for the misuse of power as no one will go against the party and if anyone does then the party will take actions against the person curtailing his/her right to freedom of speech . So the given situations make it sure that the Government or the winning party can’t assure democracy and fail in democratic leadership.
