even though civil servants are far more educated and have expert knowledge on various subjects why does the ultimate power to decide matters lie with the ministers. why ?

The final decision making power rest with minister because he is the elected by the people and is empowered to exercise the will of the people on their behalf. It is the minister who is ultimately answerable and accountable to the people for all the consequences of his decisions. In a democracy which is based on the will of the people, it is the elected ministers who represent that will take the final call.
