Even though economic condition of China and India was almost the same during the period 1958-1961, China faced severe famine while India didn’t. What do economist think about this?

economic condition of china and india was almost the same during the period of 1958 - 1961 . china had a famine during this period in which almost three crore people died . this was considered the worst recorded famine in the world . but India didn't economists state that this was due to the difference in the policy of the 2 countries . india was a democratic country . this made it respond to the needs of the people in a way chineese did not . if china too had multiparty election an opposition party and media free to criticise the government , then this many peple may not have died
