China follows a less democratic type of administrative system but India follows democratic system
In India the right to speech has been given so people can openly criticize the actions of the government but in China there is not much freedom given. China administrative laws are very strict such that the democracy does not exist there. People are not allowed to criticize the actions of the government .

So the government in China cannot be pressurized to work according to what people want

Basically the government cannot be stopped from doing what it wants
So it is up to the government whether it should care about the people or not

Also economists believe that China is a communalism based economy so people are given according to their need. They are totally on the mercy of the government so government decides who will get what. It cannot be pressurized to do according to the needs of people. Thus China faced famine but India did not

China faced a severe famine during 1958 - 1961.But India didn't .It was the worst recorded famine.Economist think that this was because of the different government policies. The existence of democracy made Indian government respond to food scarcity in a way that China did not.Evonomist point out that no larger famine took place in a independent and democratic country. If China too had a multipart election, a opponent part and a press to criticise the government, the poor people of China may not be died in the famine and a bid panic event could be avoided
