yes it is true that action force and reaction force is equal and opposite but they don't cancel each other because it is not one object on which the force is acting ......there are two objects on which forces are applied .

example:: when we push the water backwards while swimming., we are exerting force on the water

but when water pushes us forward(acc. to law of conservation of momentum) it is us on which the force is applied

so there are two objects on which the force is applied that's why they dont cancel each other
