Ahoy user!

The answer,

Water is not a poor conductor of electricity as far as I am concern.....

And it is necessary to wipe our hands dry before using any electrical appliance because we may get a shock as water is a good conductor of electricity.

hope this helps!

Pure water or distilled water is a bad conductor of electricity. Whereas tap water is an electrolyte i.e. it can conduct electricity through it, therefore you should not operate electrical appliances with wet hands
