even though water is a poor conductor of electricity why it is important to wipe our hands dry before using an electric appliance

Pure water or distilled water is a bad conductor of electricity. Whereas tap water is an electrolyte i.e. it can conduct electricity through it, therefore you should not operate electrical appliances with wet hands, which could otherwise result in electrocution.
