Pure water or distilled water is a bad conductor of electricity. Whereas tap water is an electrolyte i.e. it can conduct electricity through it, therefore you should not operate electrical appliances with wet hands, which could otherwise result in electrocution.
If there is a leakage in the appliance or the earthing of the appliance fails, then the chances of getting electric shock increase as wet hands offer very less resistance as compared to dry skin.
These shocks can be harmful to fatal.
