Because he followed his policy very strictly. Robespierre's government issued laws placing a maximum ceiling on wages and prices. Peasants were forced to sell thier grains at prices fixed by the government and those who don't believe in republic like clergy ,nobility and other political parties were arrested and if the court found them guilty they were send to guillotin .so their followers afraid to him.That's why the period from 1793 to 1794 is known as reign of terror.
