Because in agriculture sector people move into secondary sector. In agriculture sector people are visible that they work in their field but actually they are unemployment, this is known as Disguised unemployment or hidden employment. In this system people share their labour effort incase if two people does not work but the outcome are same. This is the main reason for this cause.
