Even when taxation is exorbitantly raised on cigarettes, their consumption continues to be high. How do you explain this fact?

with the high taxes on ciggeates it is still demanding becz people became habitual or addicted of this....and if we became habitual of a good then price doesn't matter....so it is inelastic
