i believe that the right to vote is the basic right provided to all citizen's by the government. it was due to the effort of the the indian freedom fighters, who united us indians to fight against the British, that we the future generation got independence and the right to vote. parties are elected when a majority of passive citizens elect them, this is not always feasible as the minority might suffer, however if more people put in effort to select the government their could be different outcomes for the same. i believe it is the duty of the government to promote the right to vote, that is to channel the idea across various regions of the community, this could be by force or by effort.
