Because integers can be negative and positive.

But whole numbers are only positive.

Example :-

-3 is an integer but not a whole number.

Every integer is started from 0,and it can be both positive or negative. But whole numbers are started from 0 to positive numbers,, hence whole numbers can't be negative.So, It would be wrong to say that Every integer is a whole number. Therefore, Every integer is not a whole number..
