Since the driver keep the engine running; fuel is wasted; everyone is annoyed with your friend because they are kept waiting.Q- How you would explain to your friend the resultant problem.Q- What steps you would suggest to help resolve this issue.

You could ask him to find out the reason he leaves late. He could wake up earlier. If he sets the alarm at a table away from his bed, he would get up to switch it off, thereby not letting him sleep for longer and deeper.
You could talk to him about the fuel getting wasted and inculcate the values of saving fuel. If told that at one point, the driver might not pick him up, it might make him change his routine work.
You could help him understand that his peers have to spend their valuable time for him which is not correct on his side
