A rational number is any number which can be expressed as the quotient of two integers, therefore, ALL whole numbers are rational numbers, but not all rational numbers are whole numbers. The set of whole numbers is the set of all non-negative integers: {0, 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, ... }, but there are an infinite number of rational numbers which are NOT whole numbers, for example, 1/2, 2/3, 5/8, 3/4, 17/5

no it is false as -2/3 is not a whole no. so every rational no. is not a whole no.
