it is any number which can be written in the form of p/q where p and q are integers and q≠o and p and q are co-prime.
so we can say that 1/2 is a rational number. just think about it.
both 1 and 2 are integers and 2≠o and 1 is co-prime with 2 i.e they have no common factors.
now you see, 1/2 is not a whole number. it is a part of a whole, i.e it is a fraction.
thus all rational numbers are not whole numbers but whole numbers can be rational. now why is that.
