Ethanoic Acid or Acetic Acid is the chemical name for vinegar. However it should be noted

that vinegar is about 5% strength and pure ethanoic acid can cause serious skin burns.

I suppose your question relates to common vinegar. Sodium Carbonate is available as

anhydrous form, which is commonly known as Soda Ash or hydrous form known as washing soda. Either will react with Ethanoic acid to release carbon dioxide as a gas. This is what

causes the effervescence.
