a.. when beaten with a stick, the dust particles remain at rest due to their inertia of rest while the blanket moves away. So it clean the blanket.

b.. these guards help in providing friction between the ground and the wheel so as to help the vehicle move swiftly.

1 dust particle is at rest on carpet. however when you beat a carpet you are forcing the dust to move along with the carpet. due to the dust having inertia which does not move or rather it resist motion. this is why dust come out of the carpet when it is beaten with a stick.

2. without a mudguard the mud and Debris would be continue and possible cause a problem for the car behind .
