The Indian Statutory Commission, commonly referred to as the Simon Commission, was a group of seven British Members of Parliament under the chairmanship of Sir John Simon. The commission arrived in British India in 1928 to study constitutional reform in Britain's most important colony. One of its members was Clement Attlee, who became committed to Indian independence by 1934 and achieved that goal as Prime Minister in 1947 in the granting of independence to India and Pakistan.

Simon Commission, group appointed in November 1927 by the British Conservativegovernment under Stanley Baldwin to report on the working of the Indian constitution established by the Government of India Act of 1919. The commission consisted of seven members—four Conservatives, two Labourites, and one Liberal—under the joint chairmanship of the distinguished Liberal lawyer, Sir John Simon, and Clement Attlee, the future prime minister. Its composition met with a storm of criticism in India because Indians were excluded. The commission was boycotted by the Indian National Congress and most other Indian political parties. It, nevertheless, published a two-volume report, mainly the work of Simon.

a) The constitution of an all white Simon Commission was detested. The Commission was boycotted by almost all major political parties including Congress, Muslim League and liberals of Hindu Mahasabha who thought it took away the right of self determination of Indians. There were widespread protests and the youth got involved who then started playing a big role in subsequent mass movements
b) It also gave opportunity to young leaders with Socialist leanings like Jawaharlal Nehru and Subash Chandra Bose to come to the forefront. They demanded not just constitutional reforms but also socio economic reforms on socialist lines.
c) Appointment of the Commission came along with the challenge thrown by Lord Birkenhead who doubted the ability of Indians to formulate a constitution by consensus. This led to an All Party Meet which formed a committee under Motilal Nehru to decide the constitutional framework of India. The prospect for Indian unity therefore seemed bright at the time.
