The Constitution of India elucidates that the Indian system of Government is quasi-federal in nature and tendency. The entire system of Indian Government is federal in letter and unitary in spirit. The concept of the three-tier system of government in Indian Federalism has been borrowed from the British Parliamentary Model of Governance. The Constitution of India, since its inception had provided for a two-tier system of government in the Indian Federal structure of administration. However, after the Constitution (Seventy-third) Amendment Act, 1992 and the Constitution (Seventy-fourth) Amendment Act, 1993, the concept of local self-government, i.e., Panchayati Raj and the Municipal Bodies have evolved into the Indian Federal structure of governance. Hence, the three-tier system of government prevalent in India is:
(1) The Union Government;(2) The State Governments;
(3) The Local Self-Governments (Panchayati Raj and Municipal Bodies).
The Lists I, II, III appended to Schedule VII of the Constitution of India also provides for the division of powers of such federal units.
