positive can be it helped backward people to come ahead

but it proved of no such use as we are so backward then America where people get jobs on basis of qualifications not caste this step in Indian democracy made India backward as we see example of doctor non deserving candidates get seat in medical college with less marks and deserving are left behind and these non deserving candidates make death rates increase in India.......
