Indian constitution is segregated into legislature, executive and judiciary. The legislature takes the decision to govern, executive executes required actions to implement the decision, and judiciary takes care whether the implemented decision and actions are followed properly and by everyone.

Article 53 or 154 states that the executive power of union and state is upon president or governor. The president or governor appoint permanent civil officers who are governed by XIV of the Constitution.

Articles 73 and 163 states that the president or governor should aid the advice given by the Council of Ministers. The advice given by the ministers are followed as order by the permanent civil officers.
