By the middle of the 19th century, responsible governance had been established in major states of Europe, but there was lack of representative institution in Russia. Russian Dwuma was of no significance in terms of autocratic and voluntary monarch

Officers and employees lacked administrative capacity. Corruption was at the peak due to his disqualification. Citizens did not have the right to speech, write and organize. There were strict restrictions on newspapers and educational institutions.

Russian society was divided into two classes

1. The privileged class
