India has adopted the federal and unitary form of government. Therefore the states have the power to look after the matters pertaining to the state while the Centre takes care of the subjects related to the entire country.
So the legislative section in the Indian Constitution has been divided into three lists which are given in the Seventh Schedule. They are the Union List, the State List and the Concurrent List.
The Union List or List - 1 has 100 items. The Parliament has the exclusive power to legislate regarding these items. For example, defence, railways and foreign affairs are in the Union List.
The State List or List - II has 61 items. It includes subjects like public order, public health and sanitation and local government.
The Union List is more important because it deals with the subjects which have national importance. These subjects are strategically important for the economy and security of the country.
