It's easy
Multiply that decimal no. by 100 and add the symbol %
For example,

0.98
0.98 × 100
98%

Lets see how to convert into percent..

First u make it in the form of p ÷ q..

0. 09 = 9 ÷ 100

To convert to percent...

9 ÷ 100 × 100 = 9 %

2 nd example:

0. 2 = 2 ÷ 10

To convert to percent..

2 ÷ 10 × 100 = 20 %
