This is the statement of Newton's third law of motion and it holds true always although the effect differ from one body to another.
Example(I would explain the first one for better concept),
1. When a car hits a bike then the bike is thrown aside but hardly there is any displacement in the car. Now you would say that the Newton's third law of motion fails here but it's true because the inertia of bike is less that the inertia of car due to the dissimilarity in their masses. Hence, small amount of action by car cause displacement in bike but when the same reaction acts on the car by the bike then no displacement occurs.
