static inertia refers to the inertia of a body at rest . The inertia of a book on the table is static inertia.
 
Dynamic inertia refers to the inertia of a body in uniform motion. The inertia of a ball moving in a frictionless floor is dynamic inertia.

The body which is in motion always tries to move in same direction until some net force on it. This proper is known as DYNAMIC INERTIA
