Potential resources are ones that have the capacity to be put into use and improve quality of life but various things are not been in use even though the required technology is available. For example-Not being able to fully make use of the renewable energies in the deserts of Rajasthan.

Stock resources lack sufficient technology but can greatly improve and bridge the gap between existing problems. They have the potential to satiate present and future human needs.

Example-  successful desalination of water from the sea for a wide variety of economic uses is yet to be implemented due to lack of proper technology.
