Dust particles do at rest onthe carpet. However when you beat the carpet, you are forcing the dust to move along with the carpet. Due to the dust having inertia, it doesn't move, or rather, it resists motion. This is whydust comes out of a carpetwhen it is beaten with a stick.

⭕️But, the dust particles try to resist their state of rest.

⭕️Now according to Newton’s first law of motion, the dust particles stay in a state of rest, while the carpet moves.

⭕️So now when the carpet is hit the particles fall off!!!!!!!!!!!

⭕️Hence, the dust particles come out of the carpet.
