because when the water falls in the road the water gets trapped in the road and it makes flood in many different cities

excessive rains leads to flooding of city.the water does not sunks in soil.the water gets stagnant on the road. these create holes.because of overflow of water we cannot see manholes on road.lot of traffic divertion.this is because water does not sunk into soil and there is no free movement for water to flow.hence excessive rains leads to floods.
